Maharashtra Government Escalates Crackdown on Uber, Ola and Rapido

The Maharashtra government has intensified its action against app-based bike taxi services by directing Apple and Google to remove Uber, Ola and Rapido from their app stores. The move marks one of the strongest actions taken by an Indian state government against digital ride-hailing platforms and has sparked fresh debate around regulation, passenger safety, and the future of bike taxi services in India.

The notices were issued by the Maharashtra State Cyber Department under provisions of the Information Technology Act, 2000. According to officials, the government believes that these aggregators have repeatedly violated transport regulations, failed to comply with the state’s electric vehicle policy, and ignored multiple warnings issued over the past several months.

At the centre of the controversy is the operation of bike taxi services in Maharashtra. State authorities allege that the platforms have been running passenger transport operations without securing full permissions and approvals required under the Motor Vehicles Act and related transport regulations. The government has specifically objected to the continued use of petrol-powered bikes despite Maharashtra promoting an EV-first framework for bike taxi services.

Government Invokes IT Act Against Aggregators

The latest notices issued to Apple and Google invoke Section 79(3)(b) of the Information Technology Act. Maharashtra Cyber has directed both companies to “remove and disable access” to the applications from their respective app marketplaces.

Officials warned that failure to comply with directives from Indian law enforcement authorities could lead to further legal action under intermediary liability rules. This indicates that the state government is attempting to treat the apps not merely as transport service providers but also as digital platforms accountable under cyber and intermediary laws.

Transport Minister Pratap Sarnaik has emerged as the leading voice behind the crackdown. He confirmed that the state government had approached Maharashtra Cyber after repeated concerns over illegal bike taxi operations. According to him, the aggregators were given temporary permissions and sufficient time to regularise operations and submit compliance-related documents, but failed to do so.

Women’s Safety Becomes a Major Concern

Passenger safety, especially women’s safety, has become a major issue in the ongoing dispute. The government has alleged that the platforms failed to establish adequate safety mechanisms, including proper driver verification systems, insurance coverage, emergency response facilities, and women-centric safety safeguards.

The issue gained urgency after reports of a tragic incident involving a woman passenger allegedly linked to a bike taxi ride. Authorities stated that criminal cases have been registered in connection with the incident and that several similar complaints have surfaced across Maharashtra.

Pratap Sarnaik publicly stated that “women’s safety is more important than employment,” highlighting the government’s position that public safety concerns outweigh the economic benefits offered by bike taxi platforms. The statement also reflects increasing political sensitivity surrounding app-based mobility services in urban India.

EV Policy at the Core of the Dispute

Another major reason behind the crackdown is Maharashtra’s Electric Vehicle transport policy. The state government has been pushing for electric mobility and had reportedly allowed only electric bike taxis under its regulatory framework.

Officials claim that Uber, Ola and Rapido continued operating large numbers of petrol-powered bikes despite the EV mandate. The government argues that this directly violates the state’s environmental and transport goals.

According to reports, aggregators were given provisional permissions to transition to electric fleets and complete documentation requirements within a fixed timeline. However, the transport department alleges that the companies neither completed the formalities nor shifted their operations adequately toward EV-based mobility.

The issue is particularly significant because Maharashtra has positioned itself as one of India’s leading states in electric mobility adoption. Authorities appear determined to ensure that digital transport platforms align with the state’s broader sustainability objectives.

Bigger Battle Over Regulation of Digital Mobility Platforms

The action against Uber, Ola and Rapido also reflects a wider regulatory challenge facing app-based transport services across India. Bike taxi operations have become increasingly popular in congested cities because they offer faster and cheaper travel options. However, state governments continue to struggle with questions around licensing, insurance, safety compliance, and vehicle registration.

Maharashtra is not entirely opposed to bike taxi services as a concept. State officials have clarified that the primary issue lies in alleged non-compliance by aggregators rather than the existence of bike taxis themselves. The government believes that digital platforms cannot operate outside the regulatory framework while continuing to expand commercially.

The crackdown may also influence how other states approach similar disputes with app-based mobility companies. By involving the Cyber Department and invoking the IT Act, Maharashtra has adopted an aggressive regulatory strategy that could become a precedent for future enforcement actions elsewhere in the country.

Impact on Riders and Gig Workers

The government’s move could significantly affect thousands of riders and gig workers associated with bike taxi platforms in Maharashtra. Bike taxis have become an important source of income for many delivery workers, part-time riders, and gig economy participants.

At the same time, traditional taxi and auto-rickshaw operators have long complained that app-based bike taxi services create unfair competition and operate without equivalent regulatory burdens.
